The Lawyer Referral Service Committee oversees the operation of the Lawyer Referral Service ("LRS"), which makes legal services more available to the general public by providing referrals to an experienced member of LRS consistent with the needs of the client.
Our LRS meets all standards and is a State Bar Certified Lawyer Referral Service as well as an American Bar Association certified service.
LRS Committee members are appointed by the Board of Governors of the San Joaquin County Bar Association, however, the Chairperson and Vice-Chairperson are elected by the LRS Committee.
The composition of the governing body of the LRS is defined by the State Bar Minimum Standards and has a budget separate from that of the Bar Association.
The rules governing the operations of the LRS are contained in the LRS Rules of Operation.
Pursuant to a contract with the County of San Joaquin and the Superior Court, LRS provides competent counsel for indigent criminal defendants as conflict counsel for the Public Defenderís' office.
The Court Assigned Counsel Committee and the Juvenile Court Committee, sub committees of the LRS Committee, administer the court assigned counsel program pursuant to the Payment and Policy Manual for Court Assigned Counsel.
The LRS Committee is composed of 11 members, including the President and the President-Elect of the Board of Governors. The remainder of the Committee are appointed from a fixed ratio of LRS panel and non-panel attorneys.
